Sebelum ini, Perdana menteri mengumumkan pemberian rebat sebanyak RM200 untuk pembelian Smartphone atas nama Pekej Komunikasi Belia pada Belanjawan 2013 baru-baru ini. Bagi belia yang berumur 21 tahun hingga 30 tahun serta mematuhi syarat-syarat boleh membuat pemohonan bermula 1 January 2013 hingga 31 Desember 2013 melalui laman web SKMM. Antara syarat-syarat yang perlu dipatuhi seperti berikut:
- Warganegara Malaysia berumur 21 tahun hingga 30 tahun.
- Berpendapatan bulanan RM3000 ke bawah
- Model telefon pintar 3G yang diluluskan dengan harga maksimum RM500
- Pelanggan jalur-lebar mudah-alih sedia ada atau pakej baharu.
- Hanya satu Smartphone untuk satu belia.

Buat masa ini terdapat 23 peranti yang telah diluluskan oleh kerajaan untuk rebat RM200 Pakej Komunikasi Belia. 23 Smartphone berukut merupakan Smartphone 3G dibawah RM500.
